EUROPEAN INTEGRATION PROCESS AND TURKEY-EU RELATIONS
1980-1989

24 January 1980

A new economic program aimed at changing Turkey’s economic and financial policies and at introducing new market economy principles was announced.

7 March 1980

EEC-ASEAN Cooperation Agreement was signed.(7-8 March 1980)

2 April 1980

The Community signed a Cooperation Agreement with Yugoslavia.

30 June 1980

The Foreign Minister H. Erkmen announced in a press conference that Turkey was going to apply for full membership in autumn. The Association Council decided to reduce almost all the custom duties applied on agricultural produces by the year 1987. Furthermore, an agreement concerning the IV. Financial Protocol which provided a financial support to Turkey amounting 600 million Euros was reached.

12 September 1980
A coup d’état took place in Turkey.
16 September 1980

With the army taking over the government, the EEC Foreign Ministers Council announced that it granted to the army a time credit and ensured that the collaboration with Turkey would continue.

18 September 1980

The Community signed a framework cooperation agreement with Brazil.

1 October 1980

The Cooperation Agreement signed between EEC and ASEAN entered into force.

12 November 1980

A European-Arabic dialog began at the political level. (12-13 November 1980)

1 January 1981

Greece became the 10th member of the European Community.

25 March 1981

The National Security Council decided to apply for a full membership as soon as the democracy would be ensured in Turkey.

19 June 1981

The IV. Financial Protocol had been initialized. However, in November 1980, the Protocol was frozen for political reasons.

22 June 1981

The European Parliament asked the Council and the Commission to suspend the agreement between the EEC and Turkey. As a result, the relations between ECC and Turkey were frozen. Furthermore, the EP decided not to relaunch the activities within the Joint Parliamentary Commission until the elections would take place and the Parliament would be established in Turkey.

The Community signed a commercial and economic cooperation agreement with India.

23 February 1982

Greenland, which became a member of the Community as part of Denmark, decided to withdraw itself from the Community.

8 July 1982

The EP took an advisory decision condemning the violation against human rights in Turkey. The EP also asked Turkey to respect its engagement made by the President in November 1982 to hold a referendum for the new Constitution.   

1 October 1982

The framework cooperation agreement signed between the Community and Brazil entered into force.

3 December 1982

Copenhagen European Summit identified the economic and social priorities and emphasized that there was a strong political will in favor of the enlargement process. (3-4 December 1982)

14 September 1983

European Parliamentarian Altiero Spinelli presented a draft of the Treat that created the EU to the European Parliament.

17 November 1983

The EP mentioned, after the creation of Turkish Republic of Northern Cyprus, that it did not recognize the country and adopted a decision defending the  integrity of the island.

26 November 1983
Democratic elections were held in Turkey.
4 December 1983

At the European Council Summit held in Athens, a series of measures was proposed regarding the funding of the European Commission, the budgetary imbalances, the harmonization within the Common Agricultural Policy, the strengthening of the structural funds and the development of new Community Policies. (4-6 December 1983)

14 December 1983

The Council agreed on the general framework of the Common Fisheries Policy.

17 December 1983

An economic cooperation agreement was signed between the European Community and the countries of the Andean Pact.

14 February 1984
The European Parliament accepted the draft  of the Treaty on the European Union.
12 March 1984

The European Council signed an agreement determining the relations between Greenland and the Community.

14 June 1984
The EP elections were held.
19 June 1984

The Council accepted a regulation regarding the Regional Fund.

13 July 1984

France and Germany signed an agreement to  gradually abolish their border controls.

9 October 1984

The Community signed a cooperation agreement with the Republic of Yemen.

3 December 1984

Dublin European Summit settled on the development of the European Monetary System and on the strengthening of the role given to the ECU. (3-4 December 1984)

8 December 1984

EEC and 65 ACP countries signed the 3rd Lomé Convention.

1 January 1985

Many Member States started to issue their first European passports.

1 February 1985

Greenland left the Community but got the status of “overseas partner country”.

29 March 1985

At the Brussels European Summit, the accession of Spain and Portugal in the Community was approved.

12 June 1985

Spain and Portugal signed their Accession Agreements.

14 June 1985

The White Paper on “the Completion of the Internal Market” was published by the Commission. The Schengen Agreement relavant to the abolition of borders was signed by Belgium, Germany, France, Luxembourg and the Netherlands.

28 June 1985

At the Milan European Summit was accepted the Commission’s White Paper on the Internal Market and they decided to organize a conference in order to discuss the institutional reform. (28-29 June 1985)

20 July 1985

The Heads of State of Member States and the Heads of the Central Banks determined the rates within the European Monetary System.

23 July 1985

The Commission sent the “Green Paper” on the Common Agricultural Policy to the European Council.

9 September 1985

The first meeting of the Intergovernmental Conference was held.

2 December 1985

Luxembourg European Summit decided to create a single market before 1992 and approved the Single European Act. (2-4 December)

1 January 1986

Spain and Portugal became members of the EC.

17 February 1986
The Single European Act was signed in the Hague.
1 March 1986

The 3rd Lomé Convention entered into force.

The Complementary Protocol signed between Turkey and UK, Ireland and Denmark entered into force.

29 May 1986

The European Flag was accepted by the Institutions of the Community.

11 June 1986

The EP, the Council and the Commission signed a common declaration against racism and xenophobia.

16 September 1986

The reactivation process of the relations, frozen since 12 September 1980, began with the gathering of Turkey-EC Association Council.

17 October 1986

A governmental ministry responsible from Turkey-EC relations was created and the first Minister assigned was Prof. Dr. Ali Bozer.

1 December 1986

The EC halted the entry into force of one of the provisions of the Additional Protocol regarding the free movementof workers.

5 December 1986

At the London European Summit, the fight against terrorism, illegal immigration and drug trafficking were the main topics discussed. (5-6 December)

14 April 1987

Turkey applied for full membership to the European Community.

27 April 1987

Turkey's request for full membership was sent to the Commission by the Council of Ministers.

1 July 1987
The Single European Act entered into force.
8 July 1987

Morocco applied for membership to the European Community.

23 July 1987

Spain and Portugal signed an agreement which was to be incorporated into the Ankara Agreement.

28 September 1987

The Council approved the Framework Programme on research and technological development for the period 1987-1991.

1 October 1987

The Community declared its wish to further develop its relationship with Morocco but rejected Morocco’s membership request.

1 April 1988

The Agreement signed by Spain and Portugal which was to be incorporated to the Ankara Agreement entered into force.

20 April 1988

Greece and Turkey signed an agreement which was to be incorporated into the Ankara Agreement.

15 June 1988

The Community and the Arab States of the Gulf Cooperation Council signed a cooperation agreement.

26 September 1988

The Community signed a commercial and economic cooperation agreement with Hungary.

7 November 1988

The first meeting of Ad-Hoc Committee, created in order to deal with commercial and economic problems between Turkey and the EEC, was held.

20 December 1987

The Ad-Hoc Committee met for the second time: Turkey presented an accelerated calendar to the Community in order to respect its engagements  which had been suspended since 1978. This calendar entered into force. (20-21 December)

12 April 1989

Delors Committee published a report on an economic and monetary union and approved EP’s Declaration of Fundamental Rights and Freedoms.

15 June 1989
The EP elections were held. (15-18 June)
19 June 1989

The Spanish Peseta entered in the European Monetary System’s exchange rate and the ECU was adjusted according to this entrance.

17 July 1989

Austria applied for full membership to the European Community.

19 September 1989

The Community signed a commercial and economic cooperation agreement with Poland.

9 November 1989

The Berlin Wall collapsed and East Germany opened its borders.

23 November 1989

The Commission published a notification about its renewed Mediterranean policy in order to develop the relationship between the Community and the non-member Mediterranean states.

8 December 1989

 At the Strasbourg European Summit, European officials decided to organize an Intergovernmental Conference in order to make some regulations on the Treaty, before 1990. The Charter of Fundamental Social Rights was accepted by all member states, except UK. (8-9 December)

15 December 1989

EEC and 69 ACP countries signed the 4th Lomé Convention.

18 December 1989

The European Commission considered that even though Turkey was eligible to become a member of the European Community, Turkey firstly needed to improve its economic, social and political situations. The Commission also stated that no new Member State would join the Community before the completion of its own internal market.

An aid mechanism was created after the collapse of the communist regimes in Poland and Hungary, in order to support the reform period in these countries. This aid mechanism was expanded to the CentralandEastern European countries and PHARE Programme which provides financial and technical help was created.

A commercial and economic cooperation agreement was signed by the Community and the Soviet Union.
